Theophilus is either the name of a person or an honorary title. The Gospel of Luke and the Book of Acts are both addressed to Theophilus, respectively, in Luke 1:3 and Acts 1:1. The books of Luke and Acts were written by Luke and they are part of the New Testament of the Bible.
